in the Winter, Cold Air blows out the bottom and warm air only comes out only in defrost. In Summer, We just roll down the windows. Air is always blowing when It's even turned off.
The A/C dosent work on my 89 Silverado. Where can i find a new Panel to fix this?
These are notorious for the head unit (the unit where you input cold/hot, direction, etc.) to go bad. You need to perform a diagnostic test on it. You can only get these from the dealer.
